FUTURE SYSTEMS
Like many nations, the US has already instituted much of its modernization programs. But, there are a lot of them, and some might even be completed. This list excludes things that won’t be seen prior to 2020, for obvious reasons. The FCS program is now dead thanks to spending cuts. As a result, all FCS units have been removed. There may, however, be similar vehicles coming along at a later date, based off the FCS work.

Ground
M1 Abrams Upgrade/Replacement: Probably won’t see sales during the round, but there is a need to either replace or extend the service life of Abrams tanks by 2020. I have heard of an M1A3 upgrade being fielded by 2017 or 2018.
EFV: ~$25 million based on cost escalation. IOC in 2015.
ULTRA-AP: ~$400,000 export. Possible HMMWV replacement starting 2015-18.
JLTV: IOC probably in 2014-2016. Probably around $300,000 export
MEADS: IOC expected in 2011-2012. Probably around $1.5-2 billion per unit
SLAMRAAM-ER: Too early for hard data on price or service date, but I would expect around $1.2-1.5 million based on costs of existing SLAMRAAM and ESSM missiles, which it is based on. IOC of 2012 is possible considering that these are all proven components.

Air
NGB: ~$350-$400 million export, assuming use of the FB-22 concept as a basis. First flight in 2016, planned service in 2018.
AC-27J: ~$125 million based on unit price estimate. IOC in 2014-5. Replaces AC-130.
CH-53K Super Stallion: ~$70 million

Naval
Gerald R. Ford CVN: VERY rough estimate of $7-7.5 billion. 1st to enter service in 2015, followed by 2019 and 2023. No good price data yet (the original contract is $5.2 billion, and the last Nimitz was over 20% higher than that).
America LHA: $2.4 billion if within budget, according to the original contract. 1st to enter service in 2013, with follow-ons in 2017, 2019, and 2021.

Munitions
SM-3 Block IIB: $15+ million, based on below. IOC 2020 or later.
SM-3 Block IIA: $15 million, based on these predictions. IOC in 2018.
SM-3 Block IB: $13 million based on above source. First exports expected 2014-2015.
PAC-3 MSE: $5 million (rough estimate). Advanced PAC-3 for MEADs with twice the range. IOC in 2014
RIM-116C RAM Block II: $0.8-1 million (rough estimate). An upgrade primarily focusing on cost reduction and improved control surfaces for greater agility. May cost notably less than earlier Block 1A, or might end up slightly higher due to potential seeker improvements. IOC expected in 2013.
JAGM ATGM: $250-300,000 based on US procurement. IOC expected in 2016-2017 depending on platform.
GBU-53 SDB II: $200,000 based on US procurement. IOC circa 2014.
Improved Cluster Munitions: This applies to practically all cluster munitions in service. The requirement is for bomblets that have a dud rate of less than 1%. The US will need these by 2018 at the latest to comply with recent RL legislation. Earlier is preferred so they can be exported, and 2012 or so is certainly doable. Affected weapons include several types of 105mm and 155mm artillery shells, most MLRS rockets, all CBU and WCMD series cluster bombs, most TACMS missiles, A-model JSOW missiles, and a number of other munitions.

FUTURE SYSTEMS
Russia’s often hard to gauge on future equipments because it has a history of suppressing information until they’re ready to be demonstrated. Thus, it’s mostly supposition as to what’s coming next, but we do know of a few things that are definitely in the works.

Ground:
T-95 MBT: $5.2 million estimate. Russian military involvement was cancelled April 2010, but it could still be developed and marketed as a private venture. IOC probably 2013-2016 if continued.
S-500: $450 million as a very rough estimate. Little is known other than that its NOT a development of the S-400, and is intended to provide better ballistic missile defense. Expected for an IOC of 2012.

Air:
*PAK-FA: Russia claims $80 million, Insiders say easily $100-120+, maybe even as high as $135 million. I’ll assume that the higher ones are export price, though even that very well may not be. First flight in 2010, and based on delays, we’re probably looking at service in 2014-2016.
Il-214: $40 million rough estimate. Joint venture with India, IOC expected around 2016.
MiG Skat UCAV: $30 million [individual], $90-100 million [system] - (CSJ estimates)

Naval:
New Carrier: ~$3-5 billion each. Some sources state a new class of 2-4 carriers is in the works, with construction starting 2013-2014. May or may not amount to anything.
New Amphibious Ship: ~$300-800 million each, depending on specs. See above.
Pauk replacement: They’ll start needing it soon. Nothing in the works that I know of though, and they may just be left unreplaced due to increasing blue-water emphasis.
Admiral Grigorovich class frigate: Around $560 million - (CSJ estimates)

FUTURE SYSTEMS
The only current things I know of that Id put here are the trouble A400M, the VBCI, which hasn been offered for export as far as I know (AMX-10P replacement), and the EBCR (AMX-10RC and ERC-90 replacement). The A400Mmight even be cancelled. The VBCI is just starting deliveries, and my best info on the latter shows deliveries probably starting in 2011-2012. The FREMM, on the other hand, has been ordered by other nations, so I stuck that in current. Same with the Marlin, though that’s only being offered at this point. The only other program involves digitizing the French army and possibly replacing several vehicle types by 2025 (VBCI and EBRC are part of this). Under this, the VAB could be replaced as well.
There’s also the A400M, which under soaring costs and delays, will not see service until at least 2014.
Also added here is the upgraded Rafale. The AESA radar and integrated defense system, among other features, are, AFAIK, NOT on previous export attempts because they’re not in service yet. Expect a $15 million or so price hike, at least, for all the new toys.

Ground
VBCI: ~$5.5 million based on French contract at 2.34 million euro each
EBRC: ~$3 million based on this admittedly questionable data, more likely $7-10 million.

Air
Improved Rafale: $135-170 million, depending on price for basic unit. Probably available starting around 2012
*A400M: ~$180-200+ million export, with service probably around 2016, based on South African buy and Malaysian update
*nEUROn UCAV System: ~$125-140 million for 2 aircraft & 1 ground station based on unit cost and similar systems. Multinational UCAV with expected IOC 2017 based on first flight of demonstrator in 2011.
*Tolarion UAV System: ~$100-110 million for 4 aircraft & 2 ground stations based on other units. Multinational jet-powered UAV. Some sources indicate 2013 IOC, but that may be just a first flight. Since other actions speak louder than forecasts, I would suggest a 2017 entry date.

Naval
*PABMS: ~$475-500 million based on original PAAMS system cost. This is an ABM-capable system that incorporates improved radar & fire control of with the Aster 30 Block 2missile. IOC probably 2012-2015.
Barracuda class submarine: $1.9 billion per submarine - (based on wiki article)

Munitions
*Aster 30 Block 2 ABM: ~$4-5 million based on Aster 30 cost & contemporaries. Longer ranged with improved guidance and warhead compared to Aster 30 to engage 1000-3000 km class ballistic missiles. IOC likely between 2012 and 2015.

FUTURE SYSTEMS
Not a whole lot of future stuff for Germany. Most of their replacement projects have already started deliveries.

Ground
SysFla: Air defense system to complement LeFlaSys. I haven’t dug up much on it yet.

Air
*A400M: ~$180-200+ million export, with service probably around 2016, based on South African buy and Malaysian update
*Barracuda UCAV System: ~$110-125 million based on similar, but larger, nEUROn. Probably in service around 2016-2017.

Naval
K131 Corvette: Rough estimate of ~$250-400 million. Don’t know much about it yet, other than that 6 are planned to replace the Gepards, and should be appearing somewhere in the 2015 time frame, with construction maybe starting in 2010-2011.
IDAS SAM: Probably around $1 million average per missile. It’s an IRIS-T quad pack that fits in and is fired from a submarine torpedo tube. Planned deliveries starting 2009, IOC in 2014.

UK MILITARY EQUIPMENT

Ground Units
** Please note: The Challenger 2E was withdrawn from the export market as of 2005. It could be reinstated, probably at a ~$18 million unit cost, but this is HIGHLY unlikely.
Vickers Mk.3M: $8-9 million – (based on this forecase)
Desert Warrior IFV: $4 million - (based on 1993 Kuwaiti purchase)
ILAV Badger: $550,000 - (based on Iraqi purchase)
Saxon APC: $400,000 – (based on 2003 cost estimates)
*Panther CLV: $700,000 – (based on UK acquisition)
FLAADS(L) SAM: $25 million for launch vehicle & 24 CAAM missiles - (based on ASRAAM costs & similar systems)
Jernas/Rapier Mk.2 SAM: ~$145 million for radar, 5 launchers, & 80 missiles - (based on Malaysian buy and source for quantity)
AS90 Braveheart: ~$7-8 million - (sources indicate similar price to somewhat cheaper than PzH 2000)

Land Rover Wolf WMIK: $100,000 - (based on estimates)
Force Protection Ocelot LPPV: $1.45 million - (based on this)

Aircraft
Interestingly, the UK has few indigenous designs. Virtually every aircraft used in the past quarter century has been either a joint project or licensed production. The only major exceptions are the Hawk trainer and Lynx helicopter.
*Eurofighter Typhoon Tranche 3A: $150 million – (based on full cost estimate for Austria)
-Saudi Arabia got a unit price of $123 million in 2007, with 2/3 of the units produced domestically & limited spares/support
Hawk 200: $35-45 million, depending on variant (rough estimate based on contemporaries and other versions. This is a light fighter/attack version, NOT a trainer)
Hawk 128: $35-$40 million – (based on UK purchase)
Hawk 132: $25 million - (based on Indian sale)
*AW101 Merlin: $45-65 million, depending on variant – (based on British, Dutch, Italian, and Portuguese contracts)
*AW139: $21 million - (based on Malaysian deal
*AW149: $35 million - (based on Turkish offer)
Lynx Wildcat: $45 million – (based on UK $25 million unit price)
Super Lynx: $35 million – (based on 2002 sale to Oman, among others)
*Raytheon Sentinel: $1.5 billion for system of 5 aircraft + 8 ground stations. ~$300 million for aircraft + ground station - (UK contract)

Naval Units
Highly variable by nature. Best determined according to specific requirements on a case-by-case basis. The UK does not really export much in the way of new warships, but designs that could be potentially offered include:
Type 45 Daring Destroyer: $1.6 billion(!) fully fitted (yes, that’s what the UK is paying. It gets worse – they lack ASW systems)
Albion LPD: $385 million (based on costs of final ships)
Bay LPD $200 million
Khareef OPV: $225 million - (based on Omani buy)
Clyde OPV: $50 million - (based on UK program
Wave Class Oiler: $190 million - (based on UK contract)
MARS/Tide Class Support Tanker: $250 million - (RoK built)
*PAAMS AAW System: ~$425-450 million - (based on initial costs)
Goalkeeper CIWS: ~$25 million - (based on numerous estimates ranging from 16 to 25 million Euro, and similar units)
UT 512/Harstad OPV: $40 million - (Based on this.)
UT 512L/Thor OPV: $50 million - (Based on this.)

Munitions
Meteor BVRAAM: $2-3 million export - (based on French assessment for domestic production and UK cost estimates)
AIM-132 ASRAAM: $900,000+ - (based on cost comparison to AIM-9X)
CAAM Missile: $0.9-1 million - (based on ASRAAM)
Starstreak SAM[/b]: ~$3-3.5 million for 3-rounhd launcher & 10 missiles - (based on South African order)

*SCALP-EG cruise missile: $1.8 million – (based on Italian acquisition and UK costs)
Sea Skua Antiship Missile: ~$750-800,000 - (estimate based on Malaysian buy)
Brimstone DM ATGM: ~$550-600,000 - (based on below)
Brimstone ATGM: ~$500,000 - (based on Hellfire cost)
Stingray Mod 1 12.75" Torpedo: ~$1.2-1.5 million - (based on similar weapons)

FUTURE SYSTEMS
Not a whole lot here. Just a couple of ground and naval things. The FRES (no service name applied yet) is a license-built Piranha V (Swiss MOWAG design) to replace a number of older APCs. And if you don’t know about the Queen Elizabeth (aka CVF) yet, you’re probably not interested in carriers.

Ground:
*FRES: $6-7 million based on this editorial that suggests $4.5 million each at current exchange rates.

Air:
*A400M: ~$180-200+ million export, with service probably around 2016, based on South African buy and Malaysian update

Naval:
Queen Elizabeth Carrier: $3-3.2 billion based on procurement data at current exchange rates.
Type 26 Frigate: $650-750 million based on projected cost. Part of FSC program with deliveries expected starting 2020. Likely either a derivative of the FREMM or Daring class.
*PABMS: ~$475-500 million based on original PAAMS system cost. This is an ABM-capable system that incorporates improved radar & fire control of with the Aster 30 Block 2missile. IOC probably 2012-2015.

T-84-120 Yatagan: $4.5 million – (estimate based on T-84 cost)
T-84U: $3.8 million – (probably what this is referring to)
T-64BM "Bulat": $866,000 as a T-64 upgrade - (based on wiki article)
T-55AGM: ~$1.5-2 million as T-55/62/Type 59 upgrade – (very rough estimate based on capabilities)

Mil Mi-2MSB2: $4+ million to upgrade Mil Mi-2.
Mil Mi-8MSB1: $10+ million to upgrade Mil Mi-8.

FUTURE SYSTEMS
Only one thing is currently in the works: the An-70 transport. It will probably start production within 2-3 years for an IOC of 2012-2013, assuming no funding shortfalls. Russia has withdrawn from the project, and thus has probably relinquished its rights to offer and regulate sales of the unit.
The only other thing is a probable: Ukraine is the only way Russia can fulfill its naval ambitions without incurring tremendous costs, as Russia doesn’t have any facilities capable of building an aircraft carrier, of which 2-4 are desired. Ukraine would probably take this up and construct ships under contract.

Air
An-70: $80+ million based on wiki estimate and new financial situation. Could enter production by 2011.

Naval
Future Russian Carrier: Probably $2.5-5 billion, depending on specs. We’ll probably see construction starting within a few years, most likely in Ukraine, with the first ship out as early as 2016 or 2017, and another every 3 years after that.

FUTURE SYSTEMS
Italy was ahead of the pack in modernizing most of its forces, and therefore has few future projects since most of its needs are already addressed or well under way. A few things here and there though.

Air
Atlantique Replacement: No plans that I know of, but these are old planes. An upgrade, or possibly indigenous design might be procured.
*nEUROn UCAV System: ~$125-140 million for 2 aircraft & 1 ground station based on unit cost and similar systems. Multinational UCAV with expected IOC 2017 based on first flight of demonstrator in 2011.

Naval
New CVH: There seem to be plans for a new helicopter carrier, probably similar to the Cavour, to replace the Garibaldi. $2 billion would be a reasonable cost.
New LPD/LPH: The old ones are approaching 30 years old now, and are due for replacement within the decade. I know nothing beyond the basic requirement.
*PABMS: ~$475-500 million based on original PAAMS system cost. This is an ABM-capable system that incorporates improved radar & fire control of with the Aster 30 Block 2missile. IOC probably 2012-2015.

FFX: $250-500+ million, depending on sensor & weapon options. These are a modular frigate design with a number of potential options that will appear in at least three variants. One possible inclusion is the SPY-1K radar, which is the main reason for the large range. I would expect the patrol version to be $250-300 million, ASW to be $280-350 million, and an air defense version to be $400-500 million. FUTURE SYSTEMS
I’m sure there’s quite a bit more than what’s listed here, but these are the things I could dig up some degree of info on. China’s high expenditures fuel an ambitious “modernization” program.

Ground
Type 07 IFV/APC/SPH: ~$2.5-3.5 million. New AFV series. Little is known and it may already be in service. It’ll be replacing older units in the coming years.

Aircraft
J-20: ~$125 million (wild guess). Stealth fighter/attack aircraft probably between F/A-22 and F-35 in role and capabilities. IOC probably in 2017-2019.
J-10B: ~$50-55 million. Upgraded J-10 model, may or may not already be in service.
Y-9: ~$40 million (wild guess). Possible first flight 2011, program halted while waiting for firm orders

Naval
Future Aircraft Carrier: Highly variable cost, since almost nothing is known. In-service date is supposed to be 2015, but if they’re not already being built, expect at least 1-2 years delay.
Type 052D Destroyer: $500-900+ million, possibly past the $1 billion mark. 1 under construction. More will be needed for carrier fleets. Note that this is probably based on one of the earlier designs (Type 052B, Type 052C, Type 051C), which each differ most notably in a missile system used. This is probably a full-rate production unit based on the favored one of those designs. You’ll have to choose which since I can’t dig it up.

Munitions
PL-21: ~$750,000 (wild guess). Meteor class BVRAAM with IOC probably 2014-2017

FUTURE SYSTEMS
Since I stuck all the ships that will be entering service in the next few years with the currently offered, there’s really nothing here. Aside from its role in the A400M

Air
*A400M: ~$180-200+ million export, with service probably around 2016, based on South African buy and Malaysian update

FICV: ~$4 million based on floated specs and project estimates. IOC 2020+
Brahmos II battery: ~$1.1 billion for 2 control stations, 5 launchers, & 67 missiles, based on Brahmos battery and cost escalation.

Air
FGFA: ~$120-150 million based on PAK-FA estimates. Basically an Indian derivative of the PAK-FA tailored to domestic needs. Most notably it will be primarily a two-seater with greater ground attack focus than the single-seat PAK-FA. IOC expected in 2018
HAL Tejas Navy: ~$55-60 million based on Tejas cost
HAL Tejas Mk2: ~$50-55 million based on Tejas cost
HAL LCH: ~$30-35 million based on expected price and similar units. IOC 2014+

Naval
Project 71A (Vishaal) CV: $1.5-1.6 billion based on estimates compared to the QE, possibly $2 billion if they decide to add more features. This is going to be about 35-40% larger than the Vikrant (~60,000 tons) and have catapults, which by themsevles add a few hundred million to the cost. Its expected to come out in 2017.
Project 15B DDG: $850-900 million+ based on below and project funding level. This is a stealthier vessel based on the Kolkata hull, but with more advanced sensor and weapon systems. Its already been approved, so IOC is probably around 2015-2017.
Project 17A FFG: $800 million based on Indian estimates. This will be much like the 15B in that its a much more advanced vessel that uses the same hull of its predecessor (the Shivalik). Based on construction starting in 2011, IOC is likely to be 2015-2016.
Project 28A ASW Corvette: $350+ million based on the Kamorta costs. A follow-on to the Kamorta ASW corvette, same as above, but without any major changes to armament or sensors that I can see. IOC of no earlier than 2016, as they e still building Kamortas in 2015.
Arihant SSBN follow-on: $1.6 billion based on wiki. A full SSBN twice the size of the Arihants is in the works, IOC probably 2018-2020 at the earliest.

Munitions
Brahmos II: ~$6.5-7 million based on Brahmos cost and scramjets not being cheap.

http://www.army-guide.com/eng/product1461.html

Type 79 Jyu-MAT ATGM: ~$0.9-1 million for 1 launcher & 10 missiles - (based on cost of similar TOW)
Type 89 21" Torpedo: ~$5-5.5 million - (based on similar Mk.48 ADCAP)

FUTURE SYSTEMS

Ground
MCV: ~$8-10 million, depending on design specifics. This is a program for a <26-tonne, 105mm armed "Mobile Combat Vehicle" (think Stryker MGS or the LT-105 variant of the ASCOD) that will complement the Type 10 tank and Type 89 IFV as a lightweight and strategically mobile fire support platform. IOC of 2015 at the earliest.
Type 81 SAM-1D Fire Unit: ~$16 million. Upgrade of SAM-1C unit, hopefully to focus on long-unaddressed vulnerability to IRCM.

Aircraft
F-3: Likely name for an aircraft that Japan is working towards since it can get the F-22. It will be developed based on technology tested in the ATD-X, which itself won fly until 2014. That means that the F-3 will likely not see service until something like 2025, and will probably have costs on par with the F-22 - $200-250 million.
P-1: ~$250-275 million based on cost estimates and P-8 MMA costs. Has some commonality with C-2 and also shares sensors and electronics with the P-8, and will have an airliner developed from it to boot (instead of the other way around). IOC stated as being 2012, but might be delayed a year or two.
C-2: ~$130-150 million based on unit cost. Twin-engine jet transport similar in capability to the A400M as originally planned. Naturally, they could eat the A400M for breakfast in exports if ever made available. IOC probably around 2014, but could suffer further delays.
AH-2: ~$60-70 million, including munitions. A sometimes talked about larger derivative of the OH-1 Kai for the attack helicopter role. Not likely to appear in Japanese service due to selection of the AH-64 to replace AH-1 Cobras, but if Japan ever did begin exporting, this could crop up again.

Naval
Future CVL (officially DDH): ~$1.4-1.7 billion. A new aviation "destroyer" thats about 33% larger than the existing Hyuga class. Will be capable of handling F-35B and MV-22 aircraft. Construction to begin in 2011 which suggests the first unit will enter service in the 2016-2017 time frame.
Akizuki DDG: ~$750-850 million based on wiki & Janes. Direct follow-on to the Takanami class geared toward ASW but with significant AAW capability. IOC in 2012.

Munitions
Type 07 VL-ASROC: ~$1.5-2 million. I don know much about this, but looks like a standard VLASROC not unlike Korean or US weapons. Based on implementation on the 19DD class, we e probably looking at an IOC of 2013.
Shin Chu-MAT: ~$1.2-1.8 million for 1 launcher & 10 missiles. Replacement for Type 87 Chu-MAT laser-guided missile. The lower cost assumes itll be a laser-guided or SACLOS missile like its predecessor, while the higher end is for a fire-and-forget weapon. IOC probably no earlier than 2016.
